Project Overview
Wingecarribee Shire Council (WCS) engaged MU Group Consulting to carry out the design for the Moss Vale Bypass. The scope of works includes all site investigations, development of concept design and environmental assessment (in the form of REF), and the development of detailed design and construction documentation (following GC21) for the length of the project.
Once completed, the Moss Vale Bypass will connect Berrima Road in the west to Argyle Street in the east and will provide an additional crossing over the Main Southern Railway that is flood resistant and poses no height restrictions. An active transport link will also be provided through the entire length that connects Bong Bong Cycle Track in the east to Berrima Road in the west.
Challenges
The key challenges associated with delivering this project revolve around obtaining appropriate approvals from the key stakeholders; TfNSW, ARTC, and the various utility authorities to allow commencement of construction of Stage 1 of the project by mid-2023. The utilities affected by the proposal include high voltage electrical, APA high-pressure gas, and optic fibre. In addition, the construction of a new bridge over the ARTC rail corridor will require our design to satisfy ARTC’s requirements.
Our Solution
MU Group has undertaken the necessary site investigations very early on in the design process allowing early engagement with all the utility authorities, whilst also identifying opportunities to Program critical tasks concurrently. Working closely with Council, ARTC, and all other key stakeholders will allow us to identify any potential design issues early on and ensure the timely and successful delivery of this project.
Enhancing Liveability
The proposed Moss Vale Bypass and its connections with existing residential and industrial areas and the wider network will assist with easing congestion in the Moss Vale central business district by spreading traffic volumes across the network. That will significantly improve liveability and enhance the well-being of the Moss Vale community.

Bridge over Main Southern Railway
The Moss Vale Bypass will provide a crucial crossing of the Main Southern railway that is not flood affected or height restricted. MU Group will be developing three alternative options for the bridge structure during the concept design with the preferred option progressing to detailed design.

APA Gas Main of National Significance
Development of a suitable design for the proposed Moss Vale Bypass that has minimal impact on the 24m wide APA gas easement. This gas easement is considered a very high-risk utility. MU Group has undertaken all necessary site investigations to provide a design that complies with APA Group requirements.

Urban Landscape Design Features
Developing suitable urban landscape design features that provide appealing visual amenities satisfying key stakeholders and the community. MU Group will work closely with our urban design subconsultants to develop a design that is both structurally sound and visually appealing.
Designing with Community
MU Group attended community information sessions organised by Wingecarribee Shire Council. During these sessions, members of the public, the local community and key stakeholders were invited to provide their feedback and comments on the design proposal. MU Group offered their experience and insights into their development of the concept design and sought opportunities to involve the community in the design development.
