M4 Smart Motorway Program

Project Background

The M4 Motorway is a 50km long motorway that opened in Sydney in the 1960’s. It stretches from the suburb of Concord in the inner west to Lapstone in the Blue Mountains. Over the years, the M4 Motorway has become a popular route which connects a number of different industrial and commercial areas.

Due to increased development and traffic volumes across Western Sydney, the M4 Motorway often operates at capacity resulting in significant congestion. This traffic congestion was found to reduce safety, increase delays and travel times for drivers while also increasing vehicle emissions. In 2015 the State Government began preparing to implement smart motorway technology which could improve the overall reliability, safety and incident management on the M4 Motorway.

Our Involvement

MU Group was engaged in 2017 by then Roads and Maritime Services (RMS) in providing project management services on behalf of RMS for Stage 3 of the project, which includes work on Mulgoa Road, Penrith to Mamre Road, St Marys this includes:

Installation of maintenance bays, vehicle detection loops, emergency phones and upgrades to power and communications infrastructure.

Realignment, extension and widening of ramps at Mamre Road interchange.

Installation of ramp meters and ramp control signs at Kent Street and Mamre Road.

MU Group was also involved in providing Completion management and asset handover for all stages.

Project highlights

Technical challenges handled

The team faced and overcome numerous challenges including on the South Creek culvert extension, the largest structure on Stage 3, working in a live creek with a large catchment, prone to flooding.

Successful collaboration

Early planning, implementation of a comprehensive communication strategy and adopting a collaborative approach with our contractor and key stakeholders were the key factors in successfully executing the closures and completing the works.

Understanding of requirements

Our full understanding of the completion and handover process helped project teams to successfully hand over assets to TfNSW asset team. This includes site acceptance testing, manuals, gateway and asset handover reporting.

MU Group received over 90% superior performance rating from TfNSW on this project.
